Day1 – 5 December 2013 (Thursday) - Morning session

HU – BGF (Balázs Heidrich): student wish to have improvement in relation between Enterprises and Education; yet not very well working system.
RO – BBU (Vasile Cardos): University + association of employees, craftsmen; hope learn how project can be developed through ECVET.
ES – LEAN (Aleksandr Miina): University of technology + NGO develop cooperation management in the Estonian enterprises. Internship: interest for improvement. Expectations are hard to formulate, however, the goal is to learn from the others and adapt.
FI – LUAS (Miika Kuusisto): University (marketing, management); for all of us it is a new kind of project; long organisation is needed to work with private organisations in Finland; share experience to go further.
BE – MAC-TEAM (Yves Boisselier): sharing ECVET former project results. Mac-team has been involved in other projects ECVET, Open Innovation, Enterprise – University project.

To have a complete solution cannot be the objective of the project. The gap between HE and higher vocational education is getting smaller, this gave the opportunity of cooperating in a project on higher vocational training.
Objectives: the involvement of students in the project is very important. Reduce the gap on internship evaluation between vocational training institution and enterprise.
Long term objective: closing the gap between ECTS and ECVET; conceive follow-up activities.
New ways of collaboration by shared learning based on cooperation on individual best practices.

The project has accepted good ranking on European level.
The Hungarian higher vocational education: 4 one-semester cycles training to be implemented; not yet a success (copy of Fr and UK). Needs to be improved by public institutions;
1°Comparision of practices; Try to look around about legislation, accreditation of the internships. Aware of differing ways of accreditation, but try to find comparable practices is the major project content. This gives place to cross fertilisation of internship experiences.
2° Accreditation of the internships used to be very academic .It must get closer to professional recognition. All projects touching upon accreditation of vocational trainings enjoy political support.
To achieve (thanks to students) agreements between university and non university on the validation of internships would be a long term impact of the project, very welcome by the EU institutions.
To this end an innovative approach for the internship comparisons is needed.
It is not a generous project. However, we need to prepare a strategic paper on the results and on a follow up activity.
ECVET authorities in our countries will look at our work to find possibilities of generalisation.
Partnership: 1 academic and 1 non academic partner per country was the original plan. Two academic partners had to be skipped for administrative reasons. A contingency plan has been elaborated by the Hungarian promoter with a redistribution of tasks. It has been accepted by the Hungarian national office.
Practical details: 5 meetings planned (next in Cluj, Romania). Two electronic networks are proposed: the narrow network is composed of the heads of the delegations, the complete network is larger (all participants) and should grow through the project by inviting new actors during the implementation.
1 visit should be kept aside for a strategic meeting which could be needed for strategic decisions.
Conclusion: it is low financing project, nevertheless, the innovative character of the cooperation and the continuing involvement of the national agencies may give birth to more ambitious and better subsidised projects.

- supplementary example of the results Risky Knowledge project: with the importance of having the various stakeholders involved (multi-actors approach) and to go for practical case / industry or sectoral needs in the validation of expected learning outcomes /recognition process (learning outcomes, ECVET, ECTS, VAE. In each country we need to be in contact with the ECVET national representatives and identify who the competent bodies for the project's validation are.

- who is able to validate at best the learning outcomes of a person ( more on behalf of the professional/socio-economic actors of the field and not the teacher/trainer level). So it is very important to have input/active contribution of the representatives of the sector right from the beginning.

Reinforce the link with entrepreneurs inside the universities for all career development offices.
The outputs in relation with the PEST project; working on the quality approach, skills acquired by students during the practical placements in enterprises (useful for reducing the gap between ECTS en ECVET;

• Q-PlaNet: on quality system for student placements in enterprises in Europe
Q-PlaNet had the target to improve the quality of the placement and find quality check placements; quality reference documents are available to be used;
Romanian new project implemented in Romania with several universities (Brasov, Craiova). The material was improved through 450 students' mobilities. The Romanian partner is asked to present the results at the next, Cluj meeting.

Presentation on the Clusters (Belgium-Wallonie) and the "Stages des pôles", introducing the visit of MECAR.
In order to boost the regional economy, the regional government of the Wallonia region (southern part of the Belgian federal state) has decided to invest public money in a "Marshall plan". Among the features of this plan, the Clusters play a significant role. They are a group of actors (Companies, Investors, Universities, High Schools, Training Centres, R&D Centres) sharing some actions to foster innovation in specific domains. The domains are:
BIOWIN: health and biotechnology
GREENWIN: environmental technologies
LOGISTICS IN WALLONIA: logistics
MECATECH: mechanical engineering
WAGRALIM: agronomy industries
The domains were chosen, because of an existing critical mass, earlier successes and promising plans.
Typical actions shared are: Partnerships, Innovation Platforms, Skills Developments, R&D/Innovation projects, Certification and label, Intellectual property support,
Market studies, Functional workgroups, Support for abroad economic missions. It largely relieves individual members to take care of those items.
As far as the employment is concerned, the region suffers from a large unemployment figure, combined with a poor coverage of critical jobs in a status of scarcity.
The Professional association "UWE" received a budget, from the Marshall plan, to help direct the Universities and High schools internships, to those groups of innovative entreprises, giving the priority to the critical jobs. They act as a cell between the schools and the entreprises, giving a support to all parties. The returns are very positive, and the demand increases. Of course, they cannot deal with all the potential internships, and it is not the purpose. The objective is to create a movement, and act as a catalyst. It addresses also the notion of trust, which is key when students are involved in advanced innovative domains.
In terms of interships validation and accreditation, the cell does not interfere, it is done like any other interships, with the teacher in charge and the welcome team in the entreprises.
So, in a nutshell, this organization, proposed as a best practice, addresses 2 issues: ensure the visibility of the Clusters in the education community, pushing talents to innovative entreprises, and help to solve the issue of the critical jobs gap.
Visit of MECAR (see presentation on the project site)
Via a videoconference, we were able to interview Mr David Bauduin, who manages the interships for this focused and advanced company working in the Defence area. Internships are a good way to assess the quality of potential future candidates. They found the service of SDP particularly helpful, so that they don't have to negotiate directly with all the schools. During the interview, Mr Bauduin insisted on the notion of trust in flagship industries. This theme is important, for several reasons (competition, intellectual property,...) and will most probably be present more and more in all companies who have a competitive advantage in critical domains.
The interships are also a method to expose the students to important tasks but labelled as second priority, thus giving them the chance to take care of a domain without risks and business pression.

Decisions taken by the meeting concerning the continuation of the project:
- The delegates are kindly asked to put their presentations on the project's site.
- The delegations are expected to take contact with the national ECVET networks.
- The board decided to start the comparison work in the field of the banking sector. The delegations are asked to look around internship practices in this field in their respective countries.
- The Hungarian coordinator (led by the professional project manager) will prepare, by the end of January 2014, a sort of template in order to facilitate the comparison of internship practices in the chosen field and the definition of ECVET learning outcomes belonging to these internships.
- The Hungarian coordinator will proceed to define the dates for the next meeting in Cluj.
